Elm Creek Water Control District Gains Feasibility Hearing
Legislation creating the Elm Creek Water Control District passed in 1967 to provide flood protection soil and water conservation and possibly a multipurpose dam for Winters and Ballinger. The district covers East Runnels and parts of Taylor County with about 238000 acres remaining after a boundary adjustment. The board faced funding and momentum challenges but local civic groups aided the effort and a state hearing was set for September to determine feasibility and priority for federal funds.
