House passes bills on medical school in Houston and judicial reform
The Texas House approved a measure to create a new medical school near the Houston Medical Center, avoiding a teaching hospital. It also passed raises for jurors in small claims and justice courts, stricter drug penalties for sales to minors, and a reform of the State Bar Act delaying practice until acquittal. A Capitol hearing drew a large public audience as education bills faced tax and consolidation debates, now sent to a seven member subcommittee.
