Washington reports a new instruction to Minister Conger clarifies his authority to sign the agreement. The move is meant to remove obstacles at Peking and allow all ministers to affix signatures at once, including Sir Edward Satow who had waited to join.
From Moncton December 18 report details the state department view of British demands to amend the Peking agreement. Officials find the suggestion largely immaterial as it merely removes an explanatory phrase and does not alter the punishment clause for Boxer leaders.
Peking reports say Britain urges keeping the word irrevocable in the joint note and a preamble declaration that allied troops will not evacuate Chi Li until China meets powers’ demands. Rumor says Germany backs the British plan and most powers may approve it.
A dispatch from Peking dated December 17 reports Li Hung Chang is ill with influenza. It also denies the dowager empress planned a trip to Chengtu in Sichuan Province.
Gus Ruhlin and Peter Maher battled in a six round affair at the Penn Art Athletic Club noted as one of the liveliest heavyweight bouts in some time. Local rules prevented a decision if both men stood. Ruhlin appeared to dominate while Maher showed gameness through early rounds before fading.
Fred Ditchear national organizer for the United Mines Workers told a Scranton mass meeting that within five years the miners will have a six hour day and that this will be achieved without strikes. He denied plans for an imminent regional strike on April 1 and said strikes would be called only when necessary.
At the January meeting in Indianapolis the group plans to organize a women's auxiliary between Mahié and California. The initiative aims to expand community support and involvement through new affiliations and volunteer efforts.
Reports detail Boer incursions toward the Portuguese border as Pretoria strengthens outposts and guards amid fears of Dutch raids. General Methuen confirms the death of General Lemmer and says his Dec 14 assault seized a Boer wagon train with ammunition and livestock.
In the Senate a resolution introduced by Mr. Carter calls the judiciary committee to investigate Judge Noyes of Alaska. The measure, broader than a House version by Mr. Brick, is referred to the judiciary committee. Senate session includes executive consideration of the Hay-Pauncefote treaty with Mr. Money speaking for an American canal and against the treaty.
In Chicago a Steinway Hall meeting gathers men once bitter in labor disputes to push conciliation. Both day and night sessions feature capital and labor speakers seeking a cure for strikes and favor voluntary arbitration over compulsory national boards.
Not settled at present Topeka reports Dolphis president of the Order of Railway Telegraphers has gone to Chicago. Officers of the strikers and trainmen plan a conference with J H Barr third vice president of the road to urge immediate settlement of telegraphers grievances. If Barr refuses a strike may follow.
President McKinley told a Chicago inviting committee that he would likely miss a March 26 dinner due to a probable extra Senate session to confirm nominations. This marked the first intimation of an extra session or any appointments beyond filling expiring terms.
Captain Richard Steadman of the Eleventh Infantry was tried by a general court martial in San Juan Porto Rico for conduct unbecoming an officer. He was found guilty of conduct prejudicial to good order and discipline and sentenced to reprimand in general orders and a 50 rank reduction among captains.
The Indian appropriation bill is completed by the House committees on Indian affairs and carries about 9 million dollars. The exact total is not yet determined. Agencies are reduced from 62 to 44, with several tribes and agencies omitted across multiple states.
Fight between United Mine Workers and Holeting Hoginners' union continues in Linton Indiana with only three mines active. Old engineers refuse to join the miners' union and miners block their work until they do. All old engineers will be discharged and new ones hired.
The residence of Theodore L. Hays, manager of the Grand Opera House, was entered by a thief Saturday evening. Cash and jewels totaling 1600 were taken. This echoes a similar loss he suffered from a prior break-in over a year ago. Also reported, the United States auxiliary cruiser Buffalo began its voyage to Manila via the Cape of Good Hope.
Senators Money and Mason led the executive session with speeches on the treaty. Lodge urged voting next Thursday as amendments proceed at 8 o clock, with the Senate in session until the first vote. Mason defended limits on defense authority and stressed aiming at national welfare.
In Washington a tribute to Charles A. Boutelle of Maine was followed by passage of a bill to place him on the navy retired list as a captain. Littlefield sought unanimous consent noting Boutelle’s Civil War service and probable resignation. Some feared a bad precedent, but no objections were raised and the measure passed.
Representative Ray of New York and Senator Hoar of Massachusetts propose federal measures to curb train robberies. The bill imposes the death penalty if a holdup results in a death. otherwise it calls for hard labor 20 to 40 years.
Denver December 18 The National Live Stock Association will seek defeat of the Grout oleomargarine bill now before the Senate after passing the House President John W Springer says the association has engaged Judge William Springer of Washington to lobby before the Senate Agriculture Committee and postpones action until the protest can be filed Senator Proctor chairs the committee and has been asked to delay.
The Grand Army of the Republic executive committee in Saint Louis decided not to hold the next encampment in Denver, with Denver’s bid defeated 8 to 1 though not permanently settled as Denver vows to contest the decision and press its claim for 1901 gathering. A separate note from North Sydney reports a petition to enforce alien labor laws amid Canadian claims of discrimination against locals in mine work and smelter construction. In Ohio a River View line streetcar crash killed motorman James Christie and fatally injured conductor James Morgan, with several passengers injured.
An anti fight ordinance moves through Chicago City Council near unanimous passage. The measure would ban prize fights unless Mayor Carter Harrison vetoes it. The Gans McCory bout and Dattersalls event are cited as examples prompting action.
