In Richmond on February 17 the Senate passed a House bill to fix evidence rules in unwritten law cases and allow testimony to disprove criminal assault. Amendments extended the bill to maimed victims and to an Halsey extension for extra sessions. The House approved state aid for road improvement with $250,000 to be allocated by county tax contributions, and Speaker Byrd pushed for a new charter for the Richmond Fredericksburg and Potomac Railroad. The House backed $10,900 for a Haydon statue replica for National Statuary Hall and the general pension bill, increasing Confederate veteran pensions to $409,000 and extending benefits to widows married before May 1, 1868.
