Ward law described for Lynchburg local option vote
The Roanoke Times explains the Ward law as Acts of Assembly chapter 73 amending section 62 of the code. It sets voter qualifications for local option elections equal to those for general elections and ties eligibility to those qualified at the November regular election. In Lynchburg the ruling barred voters not qualified for the regular November election.
