The State Highway Commission adopted a policy to enlarge right of way widths for future Virginia highways. It calls for 110 feet minimum for two lanes, 130 feet for three lanes, and 160 feet for four lanes, aiming to prevent drastic plan revisions when projects advance. The measure aligns with plans to add and remove mileage from the primary system under 1940s statutes.
Pearl Harbor report states the United States nears the halfway mark in destroying Japan's carrier strength in the Pacific. It cites the probable sinking of the 7,500 ton carrier Ryujo during the August 24 battle off the Solomon Islands with four bomb hits and a torpedo hit, plus damage to two destroyers, a submarine, two cruisers, a battleship and a transport.

Lt. Covington Jr has been promoted to captain in the Army Air Corps and cited in War Department orders for repairing a Flying Fortress tail gear and guiding his crew to safety. He now serves as instrument flying instructor with the 57th Bombardment Squadron at Gowen Field Boise Idaho.
The Frederick County Board of Supervisors approved a final reading ordinance to close all juke boxes beer joints and dance halls from 1230 am to 6 am daily. The measure takes effect October 1 and followed routine bill payments monthly reports and highway right of way mowing requests along with other county matters.

US Army Air Forces in Middle East note heavy American air support and fires on Tobruk waterfront targets. RAF says Axis bombers failed to hit ships en route back to base, with limited air activity on the front. Italy claims a Tobruk landing was crushed within five hours with ships sunk and prisoners taken.
The World Series will begin September 30 at 1:30 p m in either St Louis or Brooklyn following a league meeting chaired by Kennesaw Mountain Landis. If the Cardinals win the NL title the first two games occur in St Louis with subsequent games in New Yorks Yankee Stadium and possible travel days. If the Dodgers win the pennant the schedule shifts to Brooklyn for the first two games then Yankee Stadium and possible return to Brooklyn.
Moscow dispatch reports Soviet troops holding out at Stalingrad under heavy Patton bombing and renewed Nazi assaults. Red Army said about 4,000 Germans were annihilated and a fortified town captured in three days, with German forces sustaining costly gains and the city’s blocks dark with ruins.
In Boyce Virginia superintendent Archie F Robertson announced the opening of the Boyce and White Post schools will be postponed to September 25 due to delayed mill work on the east wing. Berryville Clarke county schools will open September 18 as planned. the west wing and central areas of Boyce remain unfinished until mid October.
Julian Baker, indicted Thursday in Federal Court at Danville for misuse of Internal Revenue Stamps while clerk of Frederick County Circuit Court, was arraigned today before Trial Justice John W. Rice and released on a $2,000 bond. Bond returnable Oct. 26 as Western District of Virginia convenes in Harrisonburg.
R P Anderson of Gore county bought the first War Bond during a county drive sponsored by the Victor Products Rubber Co unit O Sullivan Co. Anderson, recovering from a chest injury at Memorial Hospital, was notified of his win. Lions Club supported the Junior Board of Trade Honor Roll fundraiser dedicated by Gov Darden.
General MacArthur’s headquarters reports signs of imminent action in the Owen Stanley mountains as Japanese forces push toward Port Moresby. Allied patrols increase in the area and air units attack enemy positions while raids on Lae Salamaua and Buna pause briefly.
Harris Hart former state superintendent of Public Instruction was named assistant in administration of Virginia’s new state personnel system. He will work with John H Bradford, director of the budget, and take office September 21 after resigning as merit assistant supervisor of the unemployment compensation commission. Hart served as superintendent from 1919 to 1932 and later worked in publishing, printing, and insurance in Richmond.
Dr J L Newcomb president of the University of Virginia and the Board of Visitors met on Governor Dardens proposal to ban living houses for social fraternities at state institutions. A board statement of steps was expected, with no final decision likely until after further investigation.
