The White House announced the president would address a dedication ceremony for the National Institute of Health and the National Cancer Institute in Bethesda Maryland, briefly between 4 15 and 4 30 p m on October 31.
President Roosevelt pressed on with a metropolitan area motor tour despite Italy and Greece at war, delaying only if the situation worsens. Secretary Hull advised proceeding to lunch at Hunter College, with potential to address Madison Square Garden depending on official word and neutrality issues.

Opponents cited include Hillard Bernstein socialist and Mrs. Alice Burke communist.
