At a special meeting the Frederick County Board of Supervisors approved ordinance changes. County Planner Ron Berg drafted the new rules, increasing road restrictions for large-lot developments while reducing requirements for other subdivisions.
Frederick County voters enacted emergency legislation by the county board of supervisors to regulate large-lot subdivisions. The measure imposes a one to three frontage to depth ratio, road and drainage standards, a 50 foot right of way, and new recreational impact fees. The 60 day rule allows a possible permanent change after a joint public hearing.
House leaders said energy legislation may reach the President's desk within three weeks, potentially delaying President Carter's November 22 international trip. Brademas noted a possible December passage and emphasized a fair, consumer friendly, and balanced budget energy bill.
The AFL-CIO COPE plans to endorse only candidates who vote pro labor in 1978, abandoning automatic opposition to conservatives. Alexander Barkan says Democrats must offer clear choices or labor members will abstain. incumbents will be graded on labor voting records and a detailed list tracks lawmakers’ labor votes.
President Carter meets with Saud al-Faisal in Washington to curb oil prices and revive the Geneva peace conference. The Saudi minister offers little on imported oil costs and no new ideas on Palestinian representation, as Carter pursues more Middle East talks.
Ambassador Andrew Young voiced support for some form of UN sanctions on South Africa in a Security Council session as black African nations urged a mandatory arms embargo. The Carter administration has not decided on full sanctions, weighing conditions and White House options.
Bing Crosby used a living trust four months before his death to keep estate matters private and reduce probate exposure. Attorney Richard S. Arnold filed Crosby's nine page will in San Mateo County with cash gifts totaling 400000 including 150000 to his widow Kathryn and 50000 to Gonzaga High School and Gonzaga University in Spokane. He died October 14 in Spain at age 74 and instructed funeral arrangements in the will.
