Unofficial results show 149 178 yes to 76 311 no in 910 districts with about 30 percent turnout. Officials expect total backing to reach 70 75 percent, with final counts due Thursday. Torrijos welcomed crowds in Panama City and defended the treaties amid opposition charges.
Winchester police officer Everett Bowers on the A P Store Amherst Street scene helped stop an armed robber after the bandit threatened staff with a .38 revolver. Bowers used a price stamper to fend off the gun, aiding coworker Smokey Dawson in subduing the suspect until police arrived and arrested Ronald G Offutt of Fairmont West Virginia. Offutt had injuries and was hospitalized under guard.
President Carter and Vice President Mondale greet Hubert H. Humphrey as he returns to Washington for the first time since cancer was deemed inoperable. Humphrey vows therapy through work and plans to rejoin the Senate, while Carter signs HEW building legislation with Humphrey receiving the ceremonial pen for his wife.
A statewide poll for The Richmond Times Dispatch shows Republican John Dalton ahead of Democrat Henry Howell 37 to 29 percent with 27 percent undecided and 1 percent for other candidates. About half of voters remain uncertain about their choice for governor as well as lieutenant governor.
