In Washington, a $250 billion spending limit and a reduced foreign aid bill threaten to delay adjournment of the 92nd Congress. Senators pressed for strict curbs on new presidential spending powers as they race toward reelection campaigns.
Former U S ambassador to Ireland Raymond R Guest announced he is no longer a Democrat, saying the party has left him and he will support President Nixon's re election. He cited conservative shifts and noted past support for Eisenhower Nixon tickets while living in King George County.
President Nixon will sign the revenue sharing bill at Independence Hall in Philadelphia on Friday. Invitations have been sent to 50 governors, Congress members, mayors of about 100 cities, and other officials for a 12:30 p.m. ceremony. The measure distributes 5.3 billion dollars from the federal treasury to state and local governments this year with higher amounts in the following four years. Checks for the first six months go out on October 27.
An Alaska search effort gathers 30 private planes and an Air Force HC130 to find a missing twin-engine Cessna 310 carrying House Majority Leader Hale Boggs, Nick Begich, their aide, and pilot Don Jonz after a Monday departure from Anchorage. Weather is poor with low ceilings and fog over Prince William Sound.
President Chung-hee Park announced martial law in Seoul suspending parts of the constitution and dissolving the National Assembly. He plans constitutional revisions by Oct 27 and a national referendum a month after, aiming to restore constitutional rule by year end. Martial law took effect at 7 p.m. local time.
Washington AP report shows President Nixon aides denied involvement in spying and sabotage against Democrats. White House secretary Ziegler refused to comment on hearsay while campaign director MacGregor accused McGovernites of mudslinging and unsubstantiated charges.

Kissinger will fly from Paris to Saigon for regular consultations with South Vietnam's Thieu. The White House said Ellsworth Bunker, General Weyand, and General Abrams join the mission to assess Vietnam, as Nixon subs in for Kissinger.
