Unprecedented flood drives 300 from Front Royal to Riverton area as Shenandoah River crests at 50 feet. Casualty reported indirect death. towns evacuated, bridges submerged. Front Royal nearly cut off with power and telephones failed and roads closed.
General Archibald Wavell, commander in chief of India, returned to New Delhi after four days inspecting forward posts on the northeast frontier and crossing the Burma border. Reports suggest he favored a possible early attack to retake Burma as Allied plans to hit back gain pace amid renewed flying weather and resumed travel toward Burma trails.
Floods disrupt roads rail and power across a third of Virginia forcing evacuations. Shenandoah Valley suffers heavy damage as Shenandoah river rises, Harrisonburg loses power, and Charlottesville Fredericksburg and Culpeper face transportation and utility failures with Red Cross aiding victims.

The flood washed away two north spans of the Fredericksburg Falmouth bridge on Route 1 and sent muddy water down Caroline Street. A dam collapsed at the Sylvania plant causing temporary shutdowns affecting about 1800 workers. Red Cross kitchens opened in churches and over 200 people were served.
E A Lindsey aged 77 of Spout Run Clarke County says Berry's Ferry river height today will exceed the 1870 flood, the worst in memory. He recalls his uncle reaching attic windows as floodwaters rose while his family fled with neighbors driving livestock to the hills. Water's up about 500 yards from the Route 50 bridge. crops and corn in fields along Shenandoah suffer heavy losses.
US air raid on Kiska Aleutians camp starts many fires and destroys three enemy seaplanes. Army Liberator bombers and Lightning fighters attack with no opposition. one American fighter missing. Earlier, six tons of bombs were dropped on October 11 with no observable results.
British bomber force of hundreds of four motor planes struck Cologne in a major raid on the Ruhr area. The attack, targeting industrial centers, reported British losses of 18 planes with German claims of 21 shot down.

Joseph Lamp, 24, linesman for the Northern Virginia Power Company, was killed when a low voltage line knocked him from a pole near Relief Church. Postmaster W Nelson Page appealed to Winchester residents to withhold mailing perishables until Monday due to train schedule disruptions. With no outgoing mails, he said mail is congesting the post office and perishables will spoil.
Mrs H M Linkous reported a hornets nest embedded with apples at Gray Avenue. John Rhodes and Frank Littleton were driving to Loudoun when their car stalled by Goose Creek on Route 17. The two spent over six hours trapped in floodwater before waking to find the car high and dry in Winchester.
