Americal Division troops in Vietnam march along an abandoned railroad near Chu Lai wearing black armbands in sympathy with Moratorium Day in the United States. A forward platoon elements had just hit a booby trap wounding four GIs.
On campuses and in Washington crowds gathered for midnight convocations and candlelight parades as Vietnam Moratorium Day spread. In Saigon a few U.S. troops wore black armbands in sympathy during patrols. The White House campaigned against the movement while Agnew and Senate Leader Scott argued Communists exploited it. The Senate approved a two year antipoverty extension, and Sinatra faced an arrest warrant in New Jersey. A space program expansion opened with solar research as unmanned satellites released. A color TV radiation standard proposal emerged from the federal government. Cassius Clay was signed by a Broadway producer as a potential song and dance man.
Senator Byrd urged approval of Clement F. Haynsworth Jr. for the Supreme Court saying his record could restore balance and end erosion of constitutional order. He focused on charges of anti labor anti Negro bias and conflicts of interest while a Fourth Circuit judge amid Senate division.
Warrenton Democrat William F. Clarke says the Virginia Supreme Court made a political decision by denying his request to add his name to the ballot for the House of Delegates seat left vacant by the death of Del. Tom Frost. The court announced its ruling before adjournment, with other election cases to be decided around December 1. Clarke sought to join Democrat Duncan G. Gibb of Front Royal on the ballot after Frost’s death.
Town Crier Moneth W. Zickefoose a local car dealer lights all cars on the lot as a sign of respect for the President and to protect demonstrations planned for today. Six little snowbirds were seen on the lawn of Mrs. E W Zimmerman Route 2 west of Winchester indicating snow may come. Moscow AP reports the USSR opened a solar research program tied to an unmanned satellite while Soyuz 6, 7 and 8 continue their dramatic trio flight. Tass says the seven cosmonauts feel fine and exercise, with plans for regional observations and cloud and vortex monitoring as engineers pursue space welding for an orbital platform. Dr. Feoktistov says the goal is long term orbital stations, not immediate linkups, as the crew gains experience for future space construction and maintenance.
Mayor William M. Battaile named a three member City Council committee to examine complaints about pornographic literature sold at local news stands. Robert S. Barbour chairs with Roy W. Bayliss Jr. and George H. Garber. Letters from citizens and groups urged action. a meeting will review submissions within two weeks.
A small group of U S troops on patrol in Vietnam wore black armbands to show sympathy with the Moratorium Day protests back home. General Abrams said the U S protest would not affect battlefield work. Platoon leader Jesse Rosen said the gesture was silent protest while some South Vietnamese lawmakers urged debate.
The consolidated city would use Winchester water and sewer facilities as a nucleus and include Middletown and Stephens City systems as they currently rely on Winchester for water. The Frederick County Sanitation Authority's assets and liabilities would be assumed, and a uniform water and sewer rate would be adopted for the urban area. Water rates for Stephens City and Middletown would match Winchester, while sewer rates would stay the same to service existing debt.
Vietnam moratorium day actions began with campus vigils and readings of Vietnam dead. About 25 Ohio State students read names on the Columbus steps while Temple University held a dawn sit in. University of Miami students finished their roll call near 8 a.m. A nationwide mix of rallies teach-ins and prayers was planned, with officials prepared for traffic as protests expanded to cities and towns.
