The Frederick County Board of Supervisors voted 3 to 1 to authorize the Winchester Parking Authority to proceed with a beautification plan for the Boscawen Street parking lot between Cameron and Kent Streets. The county may lease its one third share to WPA for five years or pay its share of redevelopment costs if not leased. The project costs are estimated at 12 15 thousand dollars and include a brick wall entrances plantings and fencing. Eight area garden clubs will handle plantings and a gardener will maintain foliage.
Tass reports all seven cosmonauts performed morning exercises and medical checks as they proceed with the Soyuz program. Shatalov says they feel fine after rest. No clear plan yet for linking two ships into a single crewed space station.

State city and campus police officials say little trouble is expected from demonstrations though some cities will deploy extra traffic officers.
In Frederick County Circuit Court Maurice R. Trenary and Betty Lou Hughes pleaded innocent to grand jury indictments accusing them of conspiring to murder Jack D. Hughes. Judge Woltz set trial dates for Hughes on January 14 and 15 and for Trenary on January 28 and 29.
Editor Burr P. Harrison argues December referendum favors consolidation over annexation for Winchester. He warns annexation incurs high interest, debt service, and litigation costs, while harming Frederick County education and services. He claims consolidation offers a unified school system and better countywide police, fire, and health protection.
The Frederick County Taxpayers Assn. votes to hold a county wide mass meeting and cracker barrel gatherings to oppose Winchester Frederick County consolidation. About 40 attended the Frederick County Courthouse session. Leonard Ellis named to arrange events.
