Virginia counties show a shrinking local cost share as state aid rises. Auditor Bennett reports 1946-47 revenues and debts, noting 52.7 percent state funding for schools, rising local tax collection, record federal aid, and low per capita debt despite rising expenses.
Winchester Chamber of Commerce schedules election of five directors for two year terms. Ballots due to Gene Sakers by Nov. 20 with retiring directors as tellers. New member announcements include Paul Poston Dabney Watts W M Wentz John W Rice Sao Hershberger and C A Robinson. Also notes on farm food items and local sales.
Virginia Division No. 33 of Communications Workers of America accepted a company wage offer with weekly increases for operators clerical and craft staff. Top raises reach up to 79 dollars for plant craftsmen, with other raises for service reps and central office staff. Company official A L Lambdin cited adherence to local wage patterns and warned higher costs may push telephone rates. The note ends noting continued discussion on earnings and price pressures.
An overripe tomato hit Sen Joseph Ball and splattered Mrs Thomas E Dewey during a Dewey campaign stop at Albert Lea Minnesota as the train prepared to depart. The incident was the third tomato thrown at the Dewey campaign this week.
Frederick county school officials announce two more diphtheria immunization clinics to be held Wednesday in Gore with Dr. John Thornton and Thursday in Gainesboro with Dr. John Troxell. A total of 123 shots, including 36 preschoolers, were given yesterday at Bryarly school. Dr. B. B. Dutton aided by David Fahnestock and Miss Annie P. Starling oversaw operations as nearby Winchester students received serum at Montague Ave Methodist church. An additional 1000 toxoid doses were received from the State health department, with plans to repeat clinics in about four weeks.
The American Legion opens its 30th national convention in Miami and seeks 5,000,000 members for 1949 amid postwar membership declines. Oct 8 total reach 3,065,614 versus 3,249,303 last year, with growth expected from returning WWI veterans and rising defense interest. Women increasingly active. 3,000,000th member in 1948 was Mrs. R. J. Deland of Seattle.
Gen. Lucius D. Clay warned that Soviet expansion can be halted and rolled back if Western powers keep a firm Berlin posture. He linked democratic gains in Western Europe to pressuring Soviet domination and said continued airlift and occupation will prevent abandonment of free peoples.
Approximately $13 000 has been raised toward the 1949 Community Chest goal. Pine Motor Co received permit for a 60 x 28 concrete steel garage at 19 W Cecil St costing about 3000. F Robinson was granted permit for an addition to a block and stucco building for use as a garage and dwelling at 620 S Stewart St. Dorothy Bachrach seeks remodel of 115 S Loudoun St brick building into a store at cost 1000.
Building permits totaling about fourteen thousand dollars were issued for four houses. O Lee and Gertrude Great build a five room dwelling at 301 S Braddock St two miles east of Stephens City on White Post Rd valued at 3000. Claude Gore of Clearbrook plans a five room frame house off Route 11 on Brucetown Rd valued at 5000. W R Peacemaker of Winchester R a seven room semi bungalow on N Frederick Terrace valued at 4500. Rufus Wood N Loudoun S&J ext a one room and repair dwelling to be used as a residence valued at 1300.
Five day forecast shows temperatures two to four degrees below normal. Warmer Saturday, cooler Sunday and Monday, warmer Wednesday. Rain likely Sunday with total precip about a quarter inch.

Names listed include Howard White Hillyard and Nathaniel Sydnor Smith among others with routes to Alexandria for the exam. the call is part of 780 Virginians set for the November 10 draft and states 237 will enter army camps for 21 months. The Clarke county board sent Robert C. Huff to Alexandria today and two colored men Edward C. Jackson and ae Combs of Berryville were among those called Monday.
About 30 minutes into the Northern Virginia Feeder Calf sale at Farmers Livestock Exchange more than 500 people watched 512 head prepare to cross the block. George Eagle paid 194 for a 485 pound Hereford from Oliveboy farms. Haven Wolf spent 224.20 on a 590 pound Hereford. James Reardon’s Angus calf sold for 138.25 to M L Dalton.
Federal judge indicated a decision in the Pulaski county school equality suit may not come until early next year. Hearings ended after two days of testimony on facilities for Negro students at Christiansburg Industrial Institute in Cambria, with descriptions of deplorable Virginia school conditions and mentions of transportation barriers for local children.
Paul Hoffman said next year's European Recovery Program fund may be smaller than this year's 5 055 000 000 as European recovery progresses. He will decide after Paris council drafts next year's program and noted lack of agreement with France and Britain on halting dismantling of Western Zone plants.
President Truman clashed with Governor Dewey over atomic policy on the campaign trail. He accused Dewey of a dangerous lack of understanding and argued atomic power must be under public control, not private profit. Truman spoke to about 15,000 in Milwaukee and planned a Indianapolis address, contrasting Dewey’s call for government monopoly with his own stance.
The Virginia Methodist conference ordained seven seminarians to deacons this Sunday led by Bishop W. W. Peele.
