Chairman Martin of the Senate appropriation committee announces that this session breaks all records with a higher volume of legislation and momentous measures. Total appropriations reach 16 901 966 815, exceeding previous sessions and surpassing second-session totals.
A special county grand jury returned indictments against Gold Parson and Henry Shirley for assault with intent to kill Isaac Whitacre. The jury also found no true bill in Shirley’s case after revealing a juror related to the chief prosecuting witness. The action follows the Monday charge linked to Whitacre and Parson.
Chicago White Sox trounced the New York Giants 7 to 2 in game two at the Polo Grounds. Cicotte pitched superbly as Felsch hit a home run and Jackson made a shoestring catch. Thirty two thousand watched as the Sox built a 2-0 series lead.

The case of Charles E Edmondson Jr a minor suing for 5000 against Baltimore and Ohio Railroad was moved from the Frederick Circuit Court to the Western District of Virginia United States Court. A 500 bond was filed and the railroad cited nonresident corporation status and compliance with removal law. The accident at Middletown left Edmondson with one leg severed. The first refreshment canteen behind the firing line in France has opened as part of a $700000 program by the African Red Cross soldiers. Driveline canteens are planned for each corps of American and French armies with about 2000 soldiers daily served and sleeping quarters for 600 men, aided by over 100 American women volunteers under Mrs. William K. Vanderbilt.
A city wide Red Cross canvass is set for tomorrow afternoon beginning at 8 o'clock. Teams will seek contributions and memberships in homes and businesses, aiming to complete the effort in under three hours. Five male teams will cover the business section and women will canvass residential areas.
The district board of exemption in Winchester and Frederick County certified four men as discharged on occupational grounds. Kirby Jordan Drummond of Stephens City and James Robert Lupton of Clearbrook were discharged on agricultural grounds, Charles Davis Arthur of Winchester on occupational grounds tied to munition work, and Randolph Richard Robinson of Stephens City on agricultural grounds. Donnelly and Alexander, both colored, were certified back for service. Donnelly has a dependent wife and Alexander’s case reopened after his wife and child died. Oct. 8 Byron R. Newton begins as collector of the port of New York City with a plan to overhaul the port to reduce congestion and boost foreign trade. He has studied terminal conditions and will focus on radical improvements to expand import and export activity and keep New York’s lead in world commerce.
Washington reports dry docks at Newport News will finish six months early and be ready for battle cruisers next summer. The naval training station can take 1,700 men next week and 10,000 in training eventually, as announced by Secretary Daniels after inspection.

The Navy Department announced that contracts for a large batch of destroyers funded by a recent emergency appropriation of 530 million dollars have all been signed. The exact number and contracting companies were not released, but publication is pending. It is believed the plan envisions building at least 150 destroyers in addition to the existing force.

Petrograd reports renewed German activity in the Dvinsk region with concentration of troops and artillery. Mrs. Ahnie R Leathers of 118 South Market street died early today from heart failure and affected lungs. She was seventy five, born September 12, 1843, a Winchester native from a large Grim family. She attended Market Street Methodist Church the previous evening and was seen in bright spirits. Funeral services are planned for Wednesday with Rev H G Spencer and Rev Dr J H Lacy to conduct.
Training outlines by the War Department for national army divisions call for a sixteen week program of intensive field work and lectures by American and Allied officers. Night training will mirror day exercises with trench riding scouting and trench building core to combat readiness. Almost the entire period focuses on platoon level drill through brigade division and regimental exercises.
