Officials push an energy stamp style aid for the poor, while others favor rate plans that charge less as usage climbs. Edison Electric Institute notes residential electricity rose 16.4 percent in 1974 from 1973 even as consumption fell about 2 percent. The AP survey shows peak demand pricing as the favored cost-cutting program in about a dozen states, with Florida PSC approving a one year test plan.
Washington AP reports postal rates rise December 28 including a three cent bump for first class letters raising the first ounce to 13 cents and each added ounce to 11 cents. Air mail costs climb to 17 cents per ounce and parcel post up about 10 percent. International rates also up with new stamps planned.
