China attacks Soviet U S arms pacts at UN General Assembly

China's Deputy Foreign Minister Chiao Kuan-hua used a 65 minute address to condemn the Soviet U S nuclear arms agreements as the start of a new arms race not disarmament. Clarke May Participate In Sanitary Landfill
