British officials report a proposed federation uniting German populations in Germany Austria Holland Switzerland and Sweden with the former Kaiser at its head. The plan, amid revolts in Holland Sweden and Switzerland, is said to aim at reviving Germany and potentially sparking new conflict.

Washington Nov. 19 Final action by the Senate on the war time prohibition measure was completed in the afternoon. The bill, to stop alcohol sales from July 1 next, would apply during the war and demobilization and then go to President Wilson for approval. Manufacture of spirits is prohibited under the food control law, which ends with the peace treaty.
Washington November 19 Treasury officials say the Treasury sinking fund for Liberty bonds cannot prevent prices from falling below par after the war if many holders sell. A campaign to educate owners to hold bonds will begin after the next war loan.
