President Roosevelt asked Congress to grant total wartime authority to suspend laws hindering mobilization. He cited customs duties and border rules, plus procurement limits on non American materials and ships, to speed war production and move workers, goods, and information.
Virginia horticulturists report the Frederick County apple crop nearly finished with only about two percent unrecovered. Dr Walter Hough estimates 600000 to 700000 dollars in losses for fruit growers, with about 400000 bushels on the trees or ground after the October rains. By product plants employ 1500 workers as labor and grading restrictions hinder salvage.
A kerosene fueled blaze in a Stephens City living room killed Lester Eugene Stout age 3 and badly burned H Ras Stout 42 and Mary Virginia Stout 9. The fire started when the father poured kerosene on a coal fire and fumes exploded, igniting the room and damaging the second story. The injured man and his daughter remain in the hospital for several weeks as firefighters fought the blaze with limited water. Funeral services for the child are set for 2:30 PM tomorrow at Jones Funeral Home Winchester with interment in Green Hill Cemetery.

The Frederick County school board ordered shorter Christmas holidays and eliminated Easter recess. Schools close December 22 and reopen January 4. The board studied transportation problems and awarded a contract for colored students from Stephens City to Douglas school. They planned bus improvements, recapped tires, heaters, and ordered library and laboratory equipment for several high schools.
The Associated Press reports Republicans foresee substantial gains as Democrats concede but won’t lose control. Voter turnout is expected to be about 30 million in a wartime election with 33 senators and 432 House seats on the slate. Maine voted Republican on September 14 amid a light statewide turnout despite appeals from leaders. Frank Gannett criticized Washington bureaucrats in the wartime campaign.
Mrs. Fannie Quinn Crenshaw 65 widow of Debriel Duncan South Stewart street died suddenly at 10:30 this morning after ill health. She was born July 8, 1877 in Rye New York and is survived by two sons Charl ton G Crenshaw of Philadelphia Richard D Crenshaw of Winchester a daughter Mabel C Smith of Winchester and three grandchildren Richard D Crenshaw Jr John C Crenshaw and Princes Veasy. Funeral services will be held at 2 PM Wednesday from the residence with interment at Upperville.
Chief C. W. Hollis today appointed Joseph Ritter to fill the patrolman vacancy after Carlton Manuel resigned to enlist in the Navy. Ritter has served with the force as a clerk for about four years.
Cairo dispatch reports a bold Australian night thrust trapped a several thousand strong Axis force around Rommel on the coast of Egypt. Australian troops crossed the coastal dunes and rail line, using bayonets to wipe out nests and take prisoners as a crescent encirclement sealed the pocket. The British communique says enemy escape attempts were crushed and the trapped area lies between the coastal railway and the shore.
Virginia rationing officer Dr. C Hart Schaaf said local boards can deny gas and tire rations to speed violators after November 22. The plan uses speeding convictions from courts provided by state agencies to boards when processing applications, with OPA approval obtained. A October road survey showed ongoing 35 mile per hour violations, especially by trucks and buses, prompting warnings that some drivers could be ruled off highways for ignoring the regulations.
State Treasurer W Tayloe Murphy announced the sinking fund commissioners aim to invest about 6.5 million dollars of Virginia's reserve funds in federal securities during November. If approved, total investments toward debt retirement would reach about 11 million dollars. Representatives of the Clarke County rationing board announced kerosene and fuel oil dealers will be registered on Wednesday and, if not finished, on Thursday. Registration is moved from Tuesday as several ration board members will serve as election officials tomorrow.
Supplies for the general election were issued today in Winchester to Frederick County election officials. The ballot lists candidates for the House and Senate with incumbent Congressman Robertson and Senator Glass seeking re election.
The Navy reports American submarines in the Pacific have sunk one large passenger cargo ship two large tankers two medium cargo ships two small cargo ships and damaged or set afire a converted carrier and damaged a destroyer and a medium tanker bringing total ships sunk or damaged to 133 since the war began. The Far East communique lists actions not previously announced including a damaged and burning converted carrier.
War Manpower Commissioner Paul McNutt said draft boards fail to defer workers needed in war industry. He sent Roosevelt the advisory committee report on manpower, including a National Service option. McNutt cited ineffective directives and widespread complaints that deferrals are not followed. He noted the Employment Service aids boards and urged plants to prepare essential-manning tables to justify deferments.
Five seamen from a British naval vessel visit an east coast port for repairs and a week of holiday in Winchester. Eighteen are hosted in Clarke county arriving at 8:15 by bus. The sailors stay with local residents including Mrs. Rose Mrs. Buckley the Bakers the Lindseys and Mr. Conner.
