Finance Committee Chairman Stewart Bell Jr presented highlights of Winchester's proposed 1963 64 budget to the City Council. The plan includes a $12 500 reserve fund, balances with 27 000 from School Fund balances and 5 000 from the surplus to balance the 1962 43 school budget, and capital outlays $26 300 less than the previous year for Handley and Douglas Additions. Water and Sewer Fund balanced at 396 200, with no rate changes, street budget up 11.7 percent to 175 311, and a $1.80 per 100 real estate tax rate with 2.25 personal. hearing June 11 at 7 30 p.m.
