The City Council receives a balanced $2,544,666 budget for 1964 65 with no real estate or personal property tax rate changes. A new lump sum license fee will fund the Winchester Parking Authority and health center project.
The House Foreign Affairs Committee quickly and unanimously approved 125 million dollars in military and economic aid for South Vietnam. Secretary McNamara told the Armed Services Committee American troops in Vietnam receive the best equipment for the task.
Dr. William P. McGuire asks City Council to consider financial help to Winchester Memorial Hospital to reduce write-offs and unpaid accounts. Hospital officials urge study of a convalescent or nursing home option to care for patients discharged but unable to pay. He cites current per capita support and urges raising local funding to match state average.
U S security agents have removed over 40 secret microphones from the walls of the U S embassy in Moscow in the past month and search for others. Ambassador Kohler filed a formal protest to the Soviet government as officials assess possible leaks from the device network. The discovery, disclosed by the State Department, notes devices were likely placed before the embassy occupied the building in 1953.

Sen. Daniel Brewster running as a Johnson stand in defeated Alabama Gov. George Wallace in Maryland by a close margin. Wallace carried 42.66 percent of the Democratic vote while Brewster won 53.23 percent with 264,613 votes. A lingering unit vote issue could trigger a legal challenge to the result.
George C. Wallace declared the North campaign over after counts in Wisconsin Indiana and Maryland showed him deep fatigue and a dwindling bid for white sympathy toward federal civil rights moves. He warned sectionalism remains a challenge per his late night reflections in a motel room.
Adlai E Stevenson, U.S. delegate to the United Nations, cut short a European tour to fly to New York for a Security Council address on Southeast Asia. A U.S. spokesman said he was summoned by Secretary of State Dean Rusk amid a Soviet attack on U.S. policy. Pham Khac Rau of the South Vietnamese Embassy said border clashes with Cambodia arose from Viet Cong use of Cambodian territory as sanctuary.

Dr George E Schnabel will give the baccalaureate sermon at 11 00 am Sunday on A Faith that Works with Dr Forrest S Racey presiding. About 37 students will graduate in music arts nursing science and business.
