The Supreme Court weighs which Birmingham city government should hold power while a federal judge notes the University of Alabama remains bound by a 1955 order.

SANTO DOMINGO Dominican Republic AP Haiti was isolated from a fourth Caribbean neighbor as Costa Rica cut diplomatic relations alleging that Francois Duvalier’s stay in power amounts to a coup d etat Venezuela also broke with Haiti on similar grounds. Duvalier had severed relations with the Dominican Republic April 28 over asylum dispute. Haiti also has no relations with Cuba.
