The Constitution provided a people census for apportionment. The first census began in 1790 less than a year after Washington's inauguration, carried out by 17 marshals with about 600 assistants. In 1810 the census widened to other subjects, and since 1902 the bureau has functioned as a permanent agency for general statistics.
