Governor Stuart issued a proclamation telegraphed to Virginia papers urging sheriffs clerks and county board of health secretaries to prepare for national duties of the highest importance. Details to follow via telegram in coming days.
The jury in the Charles E. Vawter murder case, charged with killing Stockton Heth Jr., was taken to the Vawter residence in Blacksburg to inspect the premises as testimony about the staircase and door distances continues. Dr J D Eggleston announces J E Williams to head math dept at VPI after Vawter resigns May 1.
The Weather Bureau issued a warning that frost may form tonight in the area if skies clear. Forecasters say cold overnight temperatures could affect crops and local conditions.
The funeral for Miss Hattie March of a prominent Winchester family was held Thursday afternoon at Grace Lutheran Church where she had been a member for years. Rev. Dr. George S. Bowers officiated. burial followed at Mount Hebron Cemetery with pallbearers J. E. Cooper Dr. A. D. Henkel A. H. Miller G. Casper Fries Dr. George H. Heist and A. L. Green.
Berne dispatch reports Turkish government weighing a separate peace. An unnamed front city telegram claims Turkish terms have reached President Wilson via an Austrian newspaper interview. The Turkish leadership is said to be weary of war and may pursue early settlement regardless of Germany's fortunes.
Twenty five enlisted men from each national guard regiment will be admitted to officers training camps in May. The War Department announced that national guard officers are needed by their regiments and thus not eligible for intensive training at the camps.
London dispatches report the Reichstag constitutional committee will alter article 17 to require Kaiser's decrees be counter-signed by the grand chancellor or representative. The change narrows the Kaiser’s power and also curbs the grand chancellor, reflecting liberal pressure and conservative opposition.
Thomas B. Byrd of Winchester who practiced law in Richmond has left the bar to join the colors and signed with the officers reserve corps. He passed Fort Myer physical this week and will train for possible appointment as lieutenant after training. His brother Commander Richard Evelyn Byrd Jr. leads the Rhode Island Naval Militia in Providence.
In the Reichstag main committee a Progressive member stated Belgium’s annexation could be regarded as an accomplished fact and that Germany would retain most or all of the conquered kingdom. The dispatch from Berlin confirms the claim as of May 5.

Washington May 5 A buying panic in the anthracite coal industry threatens to raise prices and harm consumers. The Federal Trade Commission reports no justification for higher costs, urges price reductions by operators, warns of a blacklist for profiteers, and calls Congress to curb speculation while noting ample supply and reasonable mine prices.
At Baltimore wholesale markets this afternoon spot wheat closed at 8.06 and corn at 1.65 dollars. Local dealers offered 8.06 for wheat after the market close.

Dow Jenkins the six weeks after being struck by a Baltimore and Ohio train while it backed into Strasburg station died at Strasburg hospital. He had shown good recovery until complications arose. He was the son of Mr and Mrs Frank Jenkins and left four brothers and two sisters. His uncle Carl Jenkins is in Winchester Memorial Hospital with a badly mashed foot from an accident near Strasburg Junction.
