Small Town Banker Target of Search
Kenneth Rudolph Snyder, a Cassopolis banker and church volunteer, is the focus of a nationwide FBI search after vanishing March 14. He’s charged with embezzling 425000 from Levola Tillman of Smith Hoist Co, with two false savings passbooks and cash missing from a safe deposit box. Snyder denies the charges and his minister calls them exaggerated. The story also notes Front Royal Jaycees planning the Virginia Championship Canoe Races for April 29–30, led by Norman Kenny and Dennis Henry with John Smedley as business manager, drawing participants from about a dozen states to the Shenandoah River event.

Winchester Schools Stay Course On Competency Tests
Winchester city schools will keep developing their own minimum competency tests for high school graduates unless the state Board of Education requires change. Assistant Superintendent John Capehart notes the state may move to a statewide test, but the district will proceed under current mandates within a tight time frame. A local steering committee will review competencies in communication math social studies and job entry, then determine testing methods. A six year plan for special education was approved. 301 students in need. Coal stockpiles at 200 tons may sustain through winter amid the strike.
