Italy declares emergency after Moro kidnapping
Rome reports a government declared a state of emergency with harsher penalties and expanded police powers to fight terrorism as the Moro kidnapping enters a week with no progress. New rules include mandatory life terms for kidnappers if victims die and wiretap allowances with magistrate approval, while housing and ransom provisions face unspecified enforcement. Police widen searches along the coast near Rome and in Spoleto as Parliament weighs the decrees.
