The Winchester Common Council met in a very short session led by Dr. A T Hawthorne in Mayor Andersons absence. Three items were settled quickly including waiving the regular license fee for a spring festival by the American Legion Post. Staff Sgt Junior Spurrier 22 Ribbs Kentucky received the Congressional Medal of Honor for a solo eight hour action in Achin Lorraine last November. He killed 25 Germans and captured 20 more while moving house to house. Lt Gen William H Simpson Ninth Army commander presented the award at a front line ceremony attended by several generals.
