Maryland and national officials issued nine new emergency banking rules to guide operations during the holiday period. The actions curb severe withdrawals and hoarding while allowing essential payments and payrolls. Public officials coordinated with Treasury guidance to maintain orderly banking and economic stability.
Bankers from Winchester and Frederick County met to extend the banking holiday proclaimed by Governor Pollard. Banks will not reopen until the holiday expires Thursday afternoon, with national and state institutions acting in concert. If the governor extends the holiday, local banks will follow.
Treasury allows guarded reopening of banks to meet essential needs with scrip to replace cash. Clearing houses or similar associations issue pro rated scrip based on sound assets. deposits and currency moves allowed, gold not paid out. Several states including Ohio California Michigan New York prepare reopenings. World markets await U S developments as London bankers express confidence the dollar will return without gold standard disruption.
A nonpartisan committee led by Rear Admiral Richard Byrd urged governors to issue proclamations on March 8 1933 expressing loyalty to President Franklin D. Roosevelt and the nation’s institutions. The letter to the governors emphasized rapid national action to prevent economic collapse and restore confidence amid widespread unemployment and distress.
Governor Pollard extends President Roosevelt bank holiday. Virginia banks will close through Wednesday, March 8 and Thursday, March 9, marking continued suspension of normal operations.

Rainey and other Democrats foresee full House support as new Congress convenes. Vice President Garner attends caucus and greets 15 new Democratic Senators.

Lieut Wilbur Riley former Winchester youth and Air Corps officer was guest speaker at the Winchester Lions Club luncheon. Mayor Dr Charles R Anderson introduced him. Chief of Police C W Hollis joined as new member as Lions proceed with an attendance contest and four team division led by Hawthorne Miller Elam and Schenck.
Stuart Perry, a local contractor who recently leased city stone quarries, secured a State Highway Commission contract for 3 500 tons of No 9 crushed stone to top surface the Valley Pike from Winchester to Bartonville with delivery by April 20 He plans to employ a large number of local workers at the quarries during the weeks ahead.
Senator Reed of Pennsylvania said at a Republican conference he would seek to expel four independents who backed President Roosevelt in the campaign. The four named are Cutting of New Mexico Norris of Nebraska La Follette of Wisconsin and Johnson of California.
A Mexican government archeologist reports the largest Mexican pyramid at Cholula contains older structures within it, indicating a long history of successive construction on the site. The discovery underscores Cholula as a key archaeological complex in Mexico.
Six of eight indicted by a special grand jury appeared before Judge Philip Williams waived jury trial and pled guilty. Millard Finchum dubbed the "race horse" by police pleaded guilty to auto theft charges and received one year and a day on each count. Nina alias Thelma DeHaven and Robert Callier pled guilty to forging a small check with sentences of 12 months suspended for good behavior. Hubert Campbell and Theodore Sowers pled guilty to burglary and received four year terms. John Frye pleaded guilty to a statutory offense against a minor girl and got five years. John Green and Roy Richards were also indicted. Green chose trial, Richards not yet captured.
Three persons were convicted in the first police court session of the week. Police Justice Donald L. Weems imposed penalties. John DeVine was fined $12 for drunkenness, Paul Shryock $12 for disorderly conduct, and Albert Hamblin of Middleburg $15.25 for reckless driving.
Dr G Allen Jarman a 70 year old physician missing for a week was found dead in his Chestertown Maryland garage with a gunshot wound to the heart and a pistol nearby Coroner Dr Harry L Todd said he had been dead for several days
Giuseppe Zangara, accused of fatally shooting Chicago Mayor Anton J. Cermak, is ordered arraigned in Miami Circuit Court for first degree murder. The date set for Thursday at 9 a.m. by Circuit Judge Aly O Thompson follows defense agreement. Zangara appeared with his lawyers as state officials push for trial.
Senator Byrd of Virginia endorses granting the president broad authority to balance the budget and curb deficits. He supports binding Democratic caucus members to the majority's recommendations and favors swift passage of remedial legislation, likening the need to wartime action. He cites Virginia's 1932 budget act allowing a governor to cut expenses by decree.
Welfare workers here tonight indicated that immediate steps will be taken to release welfare and relief funds if the bank holiday lasts longer than expected. Until funds are available, workers receiving aid from Reconstruction Finance Corporation work relief loans will be paid on credit with pay checks accumulating until funds are released from banks.
Frederick County School Board postponed the February superinten dent decision until Friday March 10 at 2 pm after a heated session with taxpayers and school patrons. The vote followed hours of petitions letters and speeches over the four year appointment with opposition to incumbent Leslie D Kline and strong support for his reappointment.
Washington reports Edwin Aontead Lynchburg a longtime aide to the Senate is nominated by the Democratic caucus for secretary of the Senate. He has served since 1926 as secretary to the Democratic minority and has risen from Senate press gallery to minority secretary.
Representative Woodrum of Roanoke began redrafting the 1 million dollar independent offices bill with veterans appropriations as President Hoover had vetoed the measure. He met with Budget Director Lewis W. Douglas and planned talks with Rep Chanan to discuss the plan for the new Congress.
