Carranza rejects demand to release Americans taken at Carrizal, signaling U S duty for war. President to seek congressional sanction within 24 hours as 12,000 National Guardsmen march to the border with reinforcements planned. Funston massing forces, ready for attack if needed.
Local Company I bound for the state mobilization camp at Richmond with 81 men including Captain R. Y. Conrad and two lieutenants. Six stay behind briefly for business. roster lists captains, lieutenants, noncommissioned officers, corporals, a cook, artificer, musician and 60 plus privates with numerous surnames and initials.
Mrs. Robert Y. Conrad gave $100 to the families of Company I Virginia Volunteers men who left this morning with wives and children dependent on them. The Star notes $85.50 previously acknowledged. Sixteen families have breadwinners at the front. weekly contributions urged. Senate debates Hay resolution. military militia federalization debated. relief plans rejected. government aid for dependents unclear.
Washington June 27. Congress eyed a war-declaration plan as House leaders draft a resolution stating the Mexican government actions create a state of war. An urgent deficit bill of 25,952,068 for mobilization was reported. Carranza rejects Wilson's demand to release prisoners. Military readies 12,000 guards, with 25,000 more possible, as Pershing's expedition sits on Mexican soil. The president drafted a joint-session address and may speak by Thursday if Carranza reply is unfavorable.

Paris reports say German grenades assault west of the Meuse and a slight push east were driven back on the Verdun sector. French forces repulse assaults on Hill 304 and Thiaumont. Fleury remains German held. Russian positions also penetrated by German advances. In Berlin and Paris brief, stores close noon July 4 for parade and fairground entertainment with night sham battles and fireworks.
Winchester reports that Company I of the Second Virginia Regiment will leave Richmond tomorrow for an American post on the Mexican border. Destination likely El Paso Brownsville or Nogales. The First Regiment may depart around the same time. The Day ton band of 31 musicians joined at Elkton to accompany the troops.

A crowd of 1000 to 1500 gathered around the depot as Second Virginia Regiment members departed for mobilization in Richmond. Citizens waved farewell while wives and families offered tears and support as the troops prepared to defend the country in the Mexican troubles. A note on Equity Grounds offered a lost sharpshooter badge for return to the Star office.
Berlin reports say the German legation in Mexico City was accused of backing General Carranza against the United States. Chancellor Bethmann-Hollweg declined to comment, noting rumors are unworthy of attention, while a close associate branded the accusations as ridiculous and unfounded.
