Virginia group proposes off peak pricing to cut power bills

The Virginia Consumer Congress backed a time of day pricing plan for Virginia Electric & Power Co. to curb a 135 million rate request. Off peak 10 p.m. to 2 p.m. and winter rates would be 2.4 cents per kWh, peak summer at 9.7 cents. If adopted, bills could drop by up to 49 percent for small users and 25 percent for larger users, with meters costing about one dollar monthly. The plan targets reduced peak demand to limit new plant expansion and potential refunds of 37 million dollars to customers.
