CHICAGO June 25 Nine states report prison crowding with 50 000 inmates in facilities built for 90 000. Governors consider parole leniency and pardons while eight states plan 100 million dollars for new or expanded prisons, several using PWA funds. Maryland says crowding is manageable. Philadelphia county prisons are over capacity with 2 600 inmates in 1 850 capacity. Virginia moves inmates to State Farm and road camps to ease load.
