Water Treatment Plant Dedication Set for Wednesday
Winchester and Frederick County residents are invited to the dedication of the Percy D. Miller Water Treatment Plant on Wednesday at 3 p.m. The public may tour the plant from 12 noon to 5 p.m. The facility, southeast of Middletown near the Shenandoah River, lies along U S Route 11 with signs guiding access.
