Winchester City Council heard the proposed 12.9 million 1977 78 budget with about 50 residents present, but only two spoke. George Jones urged budget item clarification while Claude Frye questioned street sign repair funding.
Henry Howell captures the Democratic nomination in a tight primary race with 51.3 percent to Miller's 48.6. Robb wins the lieutenant governor nod by about 30,000 votes, Lane secures attorney general, and Carter calls Howell to pledge support for a likely campaign.
The House approved 16 water projects in a tight 218 to 194 vote as part of a $10.2 billion public works bill, with an Auburn Dam exception. A Senate subcommittee was set to consider pruning eight of the 17 disputed projects. The vote surprised White House aides who expected broader support for funding.
In four jurisdictions area voters favored Andrew P. Miller over Henry Howell by margins in Winchester Frederick Clarke while Warren shunned him. Miller carried Winchester Frederick Clarke by 2539 to 1108 and Warren went 960 to 805 for Howell. Charles Robb and Edward Lane won other key races with Lane dominating Frederick County. Warren gave John Melnick the lieutenant governor nod over Lane. Only 5412 of 28610 registered cast ballots. Continued on Page 12.
Henry Howells campaign focused on targeting the Howell vote to win the Democratic gubernatorial nomination. Paul Manchey, Seventh District coordinator, said the plan aimed to minimize losses in Miller strongholds and hit marginal areas. Charlottesville Albemarle delivered 56 percent, with Fredericksburg Stafford County aiding turnout and fundraising.
Clarke County High School officials refuse to release a survey showing 85 percent of students tried marijuana and 40 percent are repeat users. Principal Roy Batterton questions its science and insists results may exaggerate the problem. Superintendent Wade Johnson declines to comment and defers to law enforcement.
