Winchester and Frederick County plan a merged charter and agreement by July 15. Chairman Thomas Rosenberger told the Frederick County Board of Supervisors progress is near a joint meeting. Winchester and Frederick County committees have met since March 11 and April 16 draft materials were shared. Leaders include Del. F. L. Largent Jr., Burr Harrison, Fred Glaize Jr., State Sen. J. Kenneth Robinson, Robert Ayler, and County Judge W. Erle Edwards.
