The National Weather Service warned of more record high temperatures in Virginia as heat and humidity persist. Roanoke topped at 101 degrees, marking a third straight daily heat record and the tenth such record this month, despite scattered thunderstorms that offered little drought relief.
Up to two inches of rainfall fell in the Shenandoah Valley with three-quarters of an inch at the Winchester station. Hydrologist Leo Harrison warned rainfall won’t recharge groundwater for days as heat and transpiration dry soils. The report notes drought conditions persist, topsoil moisture improves slightly, and Virginia’s crops and livestock face stress while a drought disaster declaration awaits federal action.
Prime Minister Begin offers a plan for reconvening talks among Israel Egypt Syria and Jordan without preconditions and with binational subcommittees. He seeks withdrawals from the Golan Heights and Sinai with security guarantees while proposing autonomy for Arabs in the West Bank. Carter urges faster progress. PLO dismisses the plan as a war agenda. Egypt rejects indirect talks. Begin seeks patience and sees settlement as historical.
In Deadhorse Alaska oil again moves the 800 mile Trans Alaska pipeline after a truck rammed a valve, spraying about 200 barrels of oil. Crews plugged a vent with wood and restarted flow at 2 11 p m EDT after a 3 hour delay.
Philip Pinto, wounded in the Watermelon Park shooting over the July 4 weekend, lies in Winchester Memorial Hospital as doctors monitor complications. He plans to return to New York state for home care in about two weeks while detailing his peaceful craft as a candle maker and prior travel to art shows and bluegrass events.
House Speaker O Neill asked former Watergate prosecutor Leon Jaworski to head the investigation into the Korean influence buying scandal in Congress. Five other Watergate figures were contacted. Lacovara quit last week. The ethics committee plans a meeting as the Justice Department probes gifts and cash used to sway lawmakers.
Clarke County supervisors approved initial steps for a county manager and offices. Chairman Hardesty outlined duties including zoning administrator clerk to the board and Civil Defense coordinator. William Whitehead warned sustained coordinator funding may be needed for federal program support. Hardesty and interim efforts under Col. Everett’s resignation have limited Civil Defense activity.
