National Guardsmen armed with machine guns patrolled the battered Hough area under a state of emergency after two Black residents died in riots. Four hours of shooting looting and firebombing followed, a woman was killed, and Gov Rhodes ordered 1500 troops as violence eased after midnight.
Jacksonville endures a second night of racial violence as bands of vandals attack in Negro neighborhoods. Police arrest 12 youths, fires cause $1,000 damage, and officials consider National Guard involvement if unrest widens.
A 67-year-old Petersburg man Wilbur Vance was killed when a log fell at a sawmill on Route 50 east. He died on arrival at Winchester Memorial Hospital at 5 25 p.m. and was aided by the Winchester Volunteer Rescue Squad. The mill sits near Carpers Valley Golf Club and is reported to belong to Vance’s brother.
The weatherman forecasts pleasant conditions for several days with temperatures in the low 80s and a chance of scattered showers.
In Saigon reports, North Viet Nam fired a record 29 missiles during heavy U S air attacks near Hanoi. One U S jet was lost to a surface to air missile and another fell to a MIG 17 in a dogfight. Ground fighting spread along the 17th Parallel as Hastings entered its sixth day with 332 Communist deaths.
The 13 day strike nears a decisive clash as the Machinists Union plans a vote of confidence among about 35 000 workers in 30 cities if no contract is reached by today at 5 p m EDT. A rejection would halt talks and push the strike to a rerun of negotiations with United National Eastern Northwest and Trans World Airlines.

Warren County redistricting plan would divide the county into five magisterial districts replacing four. Front Royal would gain additional seats as the town’s population, now about 60 percent of the total, seeks fairer representation on the Board of Supervisors. The plan, presented at a public hearing in the Warren County Courthouse, shows district populations from 2789 to 3067 with about 50 residents in attendance. Frank A. Stoutamyer chairs the commission.
Richard Harvey Dovel, 29, father of four, of Underwood Lane, died when his tractor trailer plunged down a 50 ft embankment on Route 340 Gaylord Clarke County. He was thrown from the cab and pinned under the vehicle. The J and L Lines truck owner. Coroner Dr James R York said death at the scene. Funeral arrangements incomplete. Body at Jones Funeral Home.

Winchester merchants consider extending hours to two nights a week. Sears and J C Penney representatives pushed for longer hours at a meeting of the Winchester Retail Merchants Assn. Penney’s manager said at least seven stores plan two openings next month. A breakfast planners’ meeting is set at Town House Restaurant.
The Winchester Evening Star will win first place in its class for press excellence at the Virginia Press Association summer meeting. The award will be presented Saturday at the Williamsburg banquet. Star staff receiving the honor include Mitchell Heironimus Glen McLaughlin Joe Patterson and Raymond Blowe. The Harrisonburg Daily News Record won for front page and general makeup.
