Winchester zoning ordinance moves toward enactment
The Winchester City Council heard the first and second readings of a comprehensive zoning ordinance based on the master plan. A public hearing is set for Aug 9 at the regular meeting with a final reading anticipated. The plan divides the city into nine districts and standardizes uses, setbacks, heights, and land area within each district. Taxicab fare changes were recommended by the public safety committee to raise single fares from 35 to 45 cents while a 50 cent rate for three persons stays the same.

Mother charged after year old locked in hot car
Evelyn Elizabeth Nail Whitlock 34 of 436 Fairmont Ave. was charged with neglect and abandonment after her year old son was found locked in a closed car in a county lot about 3 30 p m. A hear ing in Juvenile Court is pending a welfare report. The child was discovered by Lillie Spence and Rachael Wetherholtz who saw the red sedan in the Kent and Boscawen Street lot, heard cries, and alerted police. Capt Rudolph had to break the vent window to free the child. The boy was taken home by Elwood Patterson. Mrs Whitlock says she left the child in the car while she went to cash a check. Her husband is in the Armed Forces.
