Changes In Security Act May Be Made

In Washington the senate finance committee showed strong support to amend the social security law to boost federal grants for old age assistance in poorer states. Supporters favor a Byrnes plan to tie federal aid to state per capita income to reduce payment variation. The current federal match remains dollar for dollar with a $154 monthly limit per recipient. Byrnes argues many states lack means to raise funds for higher payments. His proposal would require average old age payments not fall below $15 monthly.

The plan ties federal aid to state outlays, with grants from fifty to sixty six percent depending on how far a state's per capita income falls below the national average. Opponents say it shifts heavy burden to wealthier states and could push others to cut arts funding to meet costs.
