In Washington on July 3 1940 Congress debates Roosevelt neutrality and lending programs as adjournment nears. Leaders reassess strategy amid House embargo resistance and Senate holdups. A fiery fight looms over the monetary bill and the $3.86 billion lending program.
The Associated Press reports more than 211 deaths over the Independence Day weekend with traffic crashes leading at 110 fatalities. Other causes include drownings, gunshots, train and plane incidents, falls, fire, and cave-ins across many states.
Mr Winchester urges a safe and sane celebration tomorrow. He notes fireworks demand respect and questions statistics on fireworks fatalities versus hunting mishaps. He warns that loss of life or limb is a high price for recreation.

Frederick County school board voted to open the 1939-40 session on Monday September 7. Schools will operate for nine months with state funds previously available and a plan to finance the next term from local sources. Bus routes were reviewed and possible direct operation by the board was discussed. Members present included Leslie D. Kline Fred Thwaite Sam H Braithwaite Fred J Larrick Charles A Mellweek and Ansel B Solenberger.
At St Andrews Lawson Little shot 69 to tie for the lead in the British Open, while Johnny Bulla posted 72 and George Low Jr. struggled with 81. Jim Bruen and Percy Allis also posted 69 as the field began two qualifying rounds amid changing weather.
The new London to New York and Southampton airmail route delivers letters faster than three days. The first Winchester arrival went to Lester Arnold, sent by James Brownbill, posted June 20 in London and reaching New York July 1 before arriving in Winchester July 2. Covers from England and Ireland are being sent.

Under privileged children who want free access to the Legion swimming pool must apply next Wednesday morning from 9 to 11 at the Red Cross office in City Hall. Miss Margaret Keller, secretary, said this is the only chance due to a single scheduled physical examination date with doctors cooperative for the work.
Dr Allen Roy Dafoe, physician to the Dionne quintuplets, received documents ordering his appearance at the next guardians meeting where contracts tie his name to the girls. The Winchester five man team shot 241 of 250 to beat Roanoke 222 and claimed the state title. Tracey Lewis of Keene defeated J. Renner for the doubles crown. Out of state doubles went to F E Harris of Charleston W Va with runner up F Burrows of Washington DC. Election of state officers tonight at 8:30 in the George Washington Hotel.
Reports say a massive explosion lit the Northwest sky near Portland at 7 58 am with flames and debris seen as far as Arlington Washington. University of Oregon astronomer J Hugh Pruett coordinates witness accounts as amateurs comb the region for fragments hoping to locate the meteorite’s crash site. Harvard scientists in Cambridge say the event likely involved an atmospheric explosion with possible earthfall but warn it may take a year to confirm the find.
The general public may attend two weeks of nightly singing sessions at Jubilee Church of the Brethren on Front Royal road from 7 30 to 9 30 each evening. Open to all, not limited to church members. Directed by Prof. J H Long of Harrisonburg Va.

Dr James Monroe Smith former president of Louisiana State University is in Brockville Ontario awaiting extradition on a $100000 embezzlement indictment. Louisiana officers Murphy Roden Bryan Clemons and inspector Fred Syms coordinated with Brockville police before taking him and his wife into custody. Smith declared his innocence and said he would fight the charges while planning return to Louisiana to face the case.
The Rev. Carl A. Honeycutt of Marion Virginia accepted Grace Lutheran Church’s call and will arrive around August 1 to begin his ministerial duties. The telegram to Boyd Hammon was read at services as Dr. H. D. Hoover of Gettysburg presided and preached.
Growers planning to spray for control of the pistol case bearer should begin July 6. Prepare 100 gallons of spray with nicotine sulphate 1 pint and 1 gallon of 83 per cent summer oil emulsion. Spray both leaf sides and apply with the ground crew reaching tree bases.
London July 3 Prime Minister Chamberlain told the House that reliable reports indicate intensive military activity in Danzig with many German nationals arriving as tourists and a Heimwehr defense corps forming. He said Britain maintains contact with Poland and France on the developments as Churchill may join a cabinet expansion.
Winchester will observe the Fourth of July with a general holiday for business houses and institutions. Food and other stores, banks, the post office, Handley Library and public offices will close except the county treasurer's. Many plan fishing and other outings.
