Fairfax gets extra delegate in Virginia House reallocation
Lewis dissented in part as the court redrew the Virginia House districts. Fairfax earns an 11-member delegation while split into two districts, a change the judge argued dilutes representation unlike other large metros. The court found the legislature’s plan violated one man one vote with variances up to 9.6 percent and 6.8 percent in certain districts, justifying the court plan’s tighter 4 percent spread except Accomack Northampton at 6.5 percent due to geographic isolation.
