The AP reports the last U S border defenses in South Vietnam and the 178th Airborne Brigade began withdrawal, part of Nixon’s phased troop reduction. About 40 Army units totaling 6 095 troops exit combat zones by August end, while remaining personnel shift duties.
At the Paris peace talks Xuan Thuy announced a plan from Mrs. Nguyen Thi Binh to release all prisoners if the United States pulls out by December 31. The proposal, to be studied by U.S. Ambassador Bruce, ties a deadline to prisoner releases and a cease fire.
The Supreme Court rules 6 to 3 that publication of Pentagon war documents by The New York Times and The Washington Post does not threaten national security. The decision frees papers from injunctions while detailing debates on Vietnam era covert actions and policy shifts through the Kennedy and Johnson administrations.
Washington reports the United States enters a draft lull for the first time since 1948 after Congress stalls a two-year extension bill. Mansfield signals no compromise on pulling out nine months after enactment in exchange for prisoner release. Drafts halted except for doctors. 16 000 soldiers delayed. Government reopens 18-year-old registrations while lawmakers seek a new law. The measure would raise pay, limit deferments, and set ceilings for 1972 and 1973.
