Washington January 30 The House appropriations committee reports the first major 1948 money bill with a 6 percent reduction in President Truman's spending estimates. The emergency fund is cut from 1 million to 700 thousand and 22 agencies receive funding for the new fiscal year. The panel trims the President's budget by about 1.58 million from the earlier 1.048 billion proposal and reduces the Council of Economic Advisers by 100 thousand. It removes 504 thousand for possible emergency draft preparations and questions the need for draft training records as wartime warranty.
