Drifts from high winds halted about 30 percent of secondaries as cold air drives snow across Virginia. Winchester and Bristol logged single digit lows, with Frederick and Clarke public schools closed and plows striving to clear downtown streets while rural roads remain blocked.
Mayor William M. Bat taile donned boots and an overcoat to move his car during a snow emergency as he attended a Civic Center meeting at the George Washington Hotel. A participant quipped the situation warranted a town crier, and a resident praised the barefoot alarm, thanking the firemen for responding to a workshop fire in a backyard shed. The Mothers’ March for the March of Dimes in Frederick County was postponed to February 5 and 6, with Winchester events rescheduled for tomorrow and Sunday afternoon.

Winchester Downtown Development Committee formally asks Frederick County Board of Supervisors to re consider approval to construct a mall on Rouss Avenue The request cites insufficient response from the board and urges reconsideration at the February 14 meeting The board had previously rejected the mall plan covering Loudoun Street to rear of court house on two and a half acres
The Cedar Grove Road off Rt. 522 at Nain is buried by heavy snow with about a dozen cars stranded. Residents report drifts five to six feet and some have spent the night without fuel while the highway department works to reopen at least one lane.
In Washington AP reports Republicans and Southern Democrats begin a drawn out battle over a union shop measure. The target is a bill to repeal Taft Hartley Act section 14B allowing states to outlaw union shop contracts. Democratic Leader Mike Mansfield plans longer hours including a Saturday session.
President Johnson held high level talks with Rusk McNamara Raborn and Wheeler about ending the 36 day bombing lull against North Vietnam. Officials indicate consideration of renewed air strikes with timing and scale under review and a middle ground between escalation and holding actions.
Plans for the Winchester Civic Center shift as a blue ribbon committee chaired by Sam Preston moves to pick a site and possibly rename the auditorium.
