RICHMOND Jan 23 A bill to place a three cent tax on each package of cigarettes and small levies on cigars aims to raise about 7 750 000 yearly for state programs. Delegate Robert Itehead of Nelson county introduced the measure plus a three percent sales tax plan. Both would go to the House finance committee and face Gov. Tucks opposition.
