President Roosevelt urged Congress to expand the social security act expanding old age insurance earlier and more broadly for dependents and workers. He called for faster unemployment and old age protection, stronger state merit systems, and expanded federal grants in aid to cover all citizens.
New York report says Albert N. Chaperau pleaded guilty to three smuggling indictments after immunity claim as a Nicaraguan commercial attache was rejected. Indictments name George Burns in two counts and charge jewelry valued around $100,000. Jack Benny also faced an innocent plea.
Winchester laments the rough Main Street after a heavy snow. Citizens urge quicker snow removal when feasible, noting packed snow and icy coatings challenge crews.
President Roosevelt announced creation of a federal real estate board by executive order. The board will advise on disposition of surplus government property and include one representative from the Treasury procurement division, plus the Agriculture, Commerce, Interior, Justice, Navy, War departments, the Tennessee Valley Authority, and the Budget Bureau. The Treasury rep will serve as temporary chair.
A proposal to place the army and navy under a single cabinet officer was revived amid President Truman's $552 million defense program. Senators and representatives support studying consolidation as defense needs grow and for national road development.
A Pittsburgh blast on the Fort Pitt Bedding plant on the north side shattered the fourth floor injuring two workers and threatening about 175 others. Windows were splintered, the roof collapsed and a fire broke out but remained confined to the fourth floor. Auditor R G Clup said the explosion likely occurred in the tempering oven used for baking enamel on bed springs.
In New York on January 16 an expert accountant testified that the financial tricks at McKesson and Robbins Drug Corp were impossible without collusion between the Musica brothers and an outside party. Albert B. Ritts of Price Waterhouse and McKesson and Robbins auditors raised the collusion angle during testimony.
The Winter Park Presbyterian Church in Wilmington North Carolina led by Rev Raleigh Moore Engle was wrecked by fire just before Sunday school. The Georgian colonial brick edifice built in 1915 by Dr James Sprunt commemorating Margaret Tannehill Hall burned with only the memorial building saved. The manse survived though furnishings were moved out and a possible electrical fault is blamed.
President Roosevelt told Congress the government spent 9.63 billion of 10.35 billion emergency funds for 1935. An annual national emergency council report lists disbursements by 64 agencies including Virginia with 102 dollars and West Virginia with 132 615.
Detroit January 16 Sidney Hillman and Philip Murray stepped in as mediators in a second factional flare within the United Automobile Workers. CIO officers set up headquarters near the UAW international office as the executive board met in special session since Tuesday.

L Osservatore Romano asserts Catholics could favor only the insurgent side in the Spanish civil war and condemns a French lecture by Alfredo Men dizabal who said Catholics could show sympathy to either side. The paper warns such a stance would blur moral distinctions between good and evil.
Southeast Missouri highways were cleared today of more than 1,000 share-croppers who began a protest a week ago over their economic plight. Dr. T. L. Waddell, health officer, sent supervisors to the camp at Point New Madrid Spillway to enforce stringent regulations.
Senator Byrd of Virginia charges President Roosevelt adopted Marian Eccles budget theories in direct repudiation of Democratic platforms of 1932 and 1936. In a long letter replying to Eccles, Byrd defends balanced budgets and criticizes greater pump priming. The issue to be expanded on the Senate floor later.
Dr. William E. Dodd former U S ambassador to Germany was indicted by a Hanover County grand jury on a hit and run driving case involving four year old Gloss Grimes. Trial scheduled for March 9 with Dodd pleading not guilty amid efforts to delay for the victim.
In Wheeling West Virginia the plan for settling the Fidelity Investment Association receivership was reported ready for submission to Federal Judge William E. Baker. The judge reconvened hearings after a four day recess and granted a recess to finalize joint recommendations in writing.
The senate judiciary committee approved Felix Frankfurter for the Supreme Court and Frank Murphy as attorney general. The full committee vote was unanimous after hearings. Murphy will replace Homer Cummings who resigned. Frankfurter fills the Caruso vacancy created by Cardozo's death. The nominations were sent to the senate floor for early confirmation.
Captain John Lloyd Reynolds of the S. S. Waukegan told a Maritime Commission inquiry that fear of sabotage prompted him to guard the main supply valve of the steering gear before the ship rammed the St George's bridge in the Chesapeake and Delaware canal, killing two bridge tenders. He said the vessel narrowly avoided a collision after someone turned off the main steam valve in the Delaware River prior to entering the canal.
Transamerica Corporation via counsel rejected the Securities and Exchange Commission case as based on insinuations and innuendos. Attorney Donald R. Richberg said the commission biasedly broadcasts half truths and failed to obtain all facts.
