Governor Pollard submits an $85.4 million Virginia budget for 1932-34 with 7.4 percent general fund cuts and a 10 percent one year salary reduction for state workers. The plan avoids a deficit, bulks up school funding, maintains highway building, and lowers fees and other costs.
An evening service at First Christian Church led by Rev. R. L. Williamson focused on prayer as central to the city’s spiritual life. Rev. Emerson Rohart preached on belief and faith, stressing truth over sincerity and noting faith lights God’s promises. About 300 attendees heard songs and recitations highlighting the theme. Services continue tonight at Christ Episcopal Church with Rev. S. L. Flickinger guiding devotion and Rev. E. A. Lambert delivering the sermon at 8 o'clock.
At Rockview penitentiary the 16 year old daughter of Dr A L Hickock the prison psychiatrist was killed by a convict. State troopers rushed to the scene to avert possible rioting as an inquiry began and authorities withheld the victim and convict names awaiting the investigation. Warden Stanley Pashe hastened from Pittsburgh to Rockview and officials sought Dr Hickock in Harrisburg.

Winchester battles a typhoid fever scare with two of five cases traced to sources outside the city. Health officer Dr. M. Allen said local cases show no single local origin and milk supplies have tested high grade with minimal bacteria. He noted multiple milk sources and ongoing inspections, while warning of a possible oyster-related risk that remains unconfirmed.
Mrs Agnes B Ilsley about 40 a noted society and sportswoman and her maid about 65 were found slain in their home near Middleburg Virginia. Investigators say blows from a heavy weapon killed them and the suspect may have washed in the maid's room. The bodies were discovered by Mrs Ilsley's brother Paul Boeing. Fingerprint teams were requested from Washington and Richmond.
City offices at City Hall will sell city motor vehicle license tags from 7 to 9 p.m. Thursday and Friday. Applications go to the commissioner of the revenue and payments to the city treasurer. The Chamber of Commerce office sells state tags 7 to 10:30 p.m. tonight through Saturday. Police warn all vehicles must display both state and city tags by midnight Friday or face court.
Police Chief C W Hollis warns all car owners in Winchester to display 1932 license plates by January 15 1932 and promises strict enforcement and arrests for violators as of that date.
The Winchester Fire Department responded to a North Cameron Street home seeking a blaze at the residence of R. E. Mudd but found a burglar on the third floor. The family notified police, though help was requested of the fire crew. Firemen searched the premises but the intruder was not found. Mrs. Mudd reported nothing missing.
Funeral services for Alfred H. Byrd will be held at 2 36 tomorrow afternoon in the Mount Hebron Cemetery chapel near Blue Ridge Summit Pennsylvania. Interment in the family lot. Nanking China January 13 China says it will cooperate with the United States in upholding the nine power treaty in the Far East. The foreign minister delivered the government's reply to the recent American note invoking the treaty to the U S consul general yesterday evening.
William L Milhon 70 retired farmer of Mount Pleasant Frederick County died at 1030 yesterday after a two year illness caused by a paralytic stroke. Survived by widow formerly Margaret E Lamp and two daughters Lola Gough of Winchester and Vennie Milhon at home. Funeral Thursday at Mount Pleasant United Brethren Church with Rev C J Racey and Rev Miller officiating. Interment in nearby cemetery. Pallbearers Asa Racey Raymond Racey Clinton Barr Ward Catwallader Ollie Hamilton Craig Orndorff.
Rep Patrick Patman testifies before the House judiciary committee accusing Treasury Secretary Mellon of running rough shod over federal law in a move to impeach. Chair Sumners urges striking the remark from the record while Patman vows to prove malfeasance before concluding.
Chief C W Hollis reminded Winchester drivers that the 1932 license plates must be displayed by midnight January 15. Motorists have today, tomorrow, and Friday to obtain the new plates as enforcement will be strict for both state and city tags on all cars owned in Winchester.
Winchester residents are urged to join the City Park Association with a annual gift of at least one dollar. The group funds spring and summer plans at Rouss Spring Park and hopes to build a swimming pool for children to keep them off the streets. About 200 joined last year and many have already paid for 1932. Contributions go to any officer or to Ryland Conner, secretary.
The State Care Commission authorized the Baltimore and Ohio Railroad to discontinue trains Nos. 53 and 62 between Winchester and the West Virginia line starting January 17. The railroad may operate trains Nos. 54 and 55 as motor trains between Strasburg Junction and the West Virginia boundary.
Capt. Frank W. Wray of Berryville will keynote the Gen. Robert E. Lee birthday observance in Winchester. The event, held January 19 at 8 p.m. in Christ Episcopal Church, is hosted by the Turner Ashby Chapter of the United Daughters of the Confederacy. Hymns of General Lee will be sung and tributes to Gen T J Jackson will follow.
