AP report from Hong Kong quotes Harri son E Salisbury of the New York Times arguing North Vietnam is unlikely to be dragged to negotiations. He cites their guerrilla resolve and prior Geneva and Dien Bien Phu experiences shaping their insistence on enforceable terms.
Several new Winchester residents express surprise that motorists at street light corners do not yield to pedestrians. They assume Virginia law grants right of way as in other places and wonder about local traffic rules.

Gov. Lester Maddox pledged peace and a nonviolent, broadly inclusive administration. He promised reapportionment constitutional convention and a two afternoon weekly meet with the public while urging unity amid criticism from a Negro leader. Maddox, 51, won 182 to 66 in the General Assembly to become Georgia's governor, succeeding a stalemate after November's election.
U S columns extended into the Tron Triangle north of Saigon as the four day campaign against the Viet Cong totaled 165 killed. B52 bomber raids joined 400 tactical air strikes in the last four days while South Vietnamese forces reported 172 enemy dead and 26 captured in scattered encounters. A helicopter crash off Chu Lai killed four Marines.
Mayor William M. Battaile presented a 1967 program at the Common Council meeting, outlining a municipal pool amphitheatre and sewer treatment upgrades. He highlighted downtown improvements, zoning updates, a proposed Industrial Development Authority, and hopes for an Area Technical College in Northern Virginia, plus progress on Rt. 50 and the George Washington Highway routing.
