North Vietnamese and Viet Cong gunners shelled a South Vietnamese landing craft carrying gasoline on the Mekong near Phnom Penh. The vessel exploded and burned as it drifted downstream after being hit while attempting to run a blockade about 25 miles south of the capital. Casualties were not confirmed.
Martha Nordheim, 19, becomes the citys youngest eligible voter after the minimum age for national elections dropped from 21 to 18. She registered yesterday, saying she has long wanted to vote and wants to act rather than just complain. Her mother is Mrs. Werner D. Nordheim.

FBI Director J Edgar Hoover praised 1970 as a record year with more fugitives located and more organized crime figures convicted. He cited over 422 million in fines savings and recoveries and 2 000 fugitives tracked, while noting rising left wing violence and hijackings. Noted also Angela Davis asserting innocence in murder and kidnapping charges.
The U S Command plans to withdraw at least one brigade from the 1st Air Cavalry Division in March as part of Nixon's phase six cutbacks. Defense Secretary Laird said combat responsibility in Vietnam ends in fall 1971 with troop reductions ahead of schedule. The 1st Air Cavalry and the 101st Airborne, both heavily helicopter mobile, are expected to be among the last units out.
Defense Secretary Melvin R. Laird stated in Paris that U S combat responsibility in South Vietnam would end by next fall. He outlined Phase One nearing midsummer with forces limited to logistics air support and security roles before Phase Two trains and equips South Vietnamese units to assume logistics and air support duties.
STEPHENS CITY The Town Council heard an encouraging report on M. J. Grove Lime Co. air pollution control progress. Daniel Gaston of the State Air Pollution Control Board said Phase One shows much good progress and the company cooperates. He noted continued work including spoil piles covered, roads paved, dust control measures in place, and ongoing paving near the quarry.
Gov Linwood Holton plans to report a dim state financial picture to the Virginia General Assembly, signaling limited room for quick urban aid. He favors essentials only, constitutional changes, reapportionment, and a push for a 16 year olds voting amendment by 1972 while seeking to avoid litigation.
In Richmond the House Rules Committee fast tracked a procedural resolution to allow legislation beyond an extra Assembly session. The move follows a Nov 10 meeting with Gov Holton as leadership agreed to a general, limited approach. Urban aid pressures cited. Culpeper report notes a local wage dispute over snow removal bills.
The Frederick County Education Association presented a plan for 1971-72 calling for higher maximum pay for bachelor degree teachers and an increased pay growth index to 0.05, while beginning salaries remain at 6500. They seek smaller primary class sizes and qualified teachers for music art and physical education. Charles Casey leads the association.
AP reports a ridge of high pressure keeps Virginia weather nearly stationary for the next several days.
