Gov. Nelson Rockefeller asked New York lawmakers to back a program increasing state spending by over 400 million mainly for education and general aid. The plan would push the budget above 3.0 billion to about 3.3 billion, likely requiring tax increases, and ties to ethics reform and a statewide permanent registration.
The Winchester Retail Merchants Association will meet at the Winchester Golf Club to elect a new president Robert Pullen to succeed Evans Kline and discuss other business. Car Craft notes Hoppers Auto Club bought land and is building a garage and lists fundraising efforts. Weather outlook calls for above normal temperatures through Monday and cloudy, with a glow in the sky tonight near Winchester tied to the Seventh Annual Burning of the Greens at 6 30 east of the War Memorial Building at 8 30.
Edgar Flohr, a veteran safecracker linked to 800 LA heists, is jailed on fore gery charges after police and the FBI uncovered a nationwide fake stock certificate ring. Investigators say Flohr, 45, worked with printer William Gorman, 37, who printed the bogus papers while Flohr allegedly plotted a television script. The raid uncovered 2.5 million dollars in counterfeit stock certificates and tied Flohr to ongoing criminal activity.
More than 800 South Vietnamese troops moved from embattled Binh Gia into a nearby operation zone seeking revenge after Viet Cong success. An enemy sniper wounded one paratrooper. Eighteen helicopters ferried troops under Lt. Gen. John L. Throckmorton with 15 armored personnel carriers advancing to the new landing zone.
In 1964 the United States faced 1173 battle casualties in South Viet Nam, nearly double the 615 total for 1961 1963. Killed were 136 that year. 1009 Army 25 Navy 39 Marine Corps and 100 Air Force injuries. Fourteen missing in action, many presumed captives of the Viet Cong.

Northern California faced renewed danger from rivers swelling after torrential rain and mountain snowmelt. Army helicopters evacuated nearly 200 residents near the Eel and Mad rivers as flood stages rose, with warnings to evacuate issued by Humboldt County Civil Defense.
Peter K. McKee, local attorney, was named substitute commonwealth's attorney for Frederick County to fill in for Joseph A. Massie Jr. during his recovery from a mild heart attack. Circuit Judge Elliott Marshall Friends announced the appointment yesterday. Massie is expected to be away four to six weeks and remain in Winchester Memorial Hospital for about two more weeks. Mr. McKee is the son of Dr. and Mrs. John B. McKee and previously practiced with the law firm he formed with Whiting before opening his own office.
Gov. Harrison said Virginia would consider signing the federal education pledge if its wording stays within the law. He emphasized compliance with state and federal orders and noted hopes for more state funding for higher education, potentially from taxes, while criticizing dependence on federal aid.
A front was expected to push across Virginia with temperatures dropping and no rain. Also announced is the Diskay Discount Friendship annual election and dinner in Richmond, with dinner at 6 30 pm and the meeting to follow.
