Reports from Sofia say Bulgaria held a 30 minute secret session of parliament late today. The cabinet then met and Premier Dan Phi was received by Boris in audience. The air raid defense corps were summoned to Sofia and provinces for practice at 11 30 p m.
Former Spanish monarch Alfonso XIII, 54, died at 11:50 a.m. in his Rome hotel room where he had lived in exile for a decade. He suffered heart attacks since February 13 and spent his final days in a chair. Surrounded by Queen Victoria, Don Juan, Don Jaime, Beatrice, Maria Christina, doctors, and Padre Ulpiano Lopez, he was administered the last rites twice. Maria Christina, summoned from Turin, could not reach Rome in time. Continued on page 9.
Dr Nicholas R B Doman, an economist with Hungarian Army service and a Budapst university past, speaks at eight tonight in the George Washington Hotel. The Winchester Rotary Club hosts him to discuss totalitarian economics in Central Europe and beyond, following a prior address at Hardley.
Three independent inquiries opened today into the crash near Air Lines field and around the injured Eddie Rickenbacker, famed World War I pilot and head of the company ship project. Rickenbacker suffered a re breaking of an old ankle from auto racing days, with a physician hopeful of recovery in four weeks as his wife traveled from Charlotte to be by his bedside.
First drill and muster for Winchester Protective Force Company 115 set for 7 30 PM at the armory. Captain Baker stresses timely enlistment and officers joining the local unit to be mustered by Lieutenant Douglas Spilman and Col Fred H. The Berryville unit under Captain Frank Wray reports full strength and a fund drive led by Ralph Dorsey seeks 880 for uniforms with support from local clubs and American Legion.
Washington February 28 officials said a federal inquiry would probe charges that James Lee of Chicago president of the American Federation of Musicians conspired to destroy or monopolize parts of the music industry. The grand jury convened as Victor O Waters directs the investigation into the American Guild of Musical Artists and related unions. The case follows prior consent decrees involving ASCAP BMI and employers in the music field. Petrillo powers within the AFM are described as absolute and uncontrolled as the inquiry targets union coercion attempts.
Washington February 28 Compulsory federal registration of life insurance companies doing interstate business was urged by Sumner T Pike on the monopoly committee as a step toward stronger regulation. He and Gerhard A Gesell suggested federal examination may help cover gaps where state rules fall short without replacing state authorities.
An all time aridity record for Winchester was set in February with only .20 inch of moisture, the driest month since 1893. January total was 2.29 inches, well below average. cistern users report dwindling supplies and water transport to homes. The year’s precipitation stands at 2.29 inches, far under the 4.57 inch January-February average.
Governor Price named Cassius M. Chichester to direct the division of statutory research and drafting in Richmond. Chichester leaves the securities division of the State Corporation Commission to replace William R. Shands, who resigned last fall to join the Insurance Company of Virginia legal staff.
In Vichy on February 28 the French cabinet announced it had decided the government would pursue negotiations in Tokyo. The statement did not disclose the nature of the talks or the issues involved.
Bethlehem Steel plant workers in Lackawanna, near Buffalo, voted to end a two day strike at 11 13 am after a government drafted settlement formula was approved. Union leader Van A Bittner announced the agreement was 100 percent in their favor as company officials declined comment. The program called for full reinstatement, a conference to resolve differences, and OPM to explore defense contract work while workers would return to the plant.
Winchester and Frederick County report more Class 1-A registrants than the state average. Virginia boards classified about ten percent as 1-A, with Winchester totaling 390 men and 67 in 1-A while Frederick County had 454 classified and 73 placed. City figures run about 17.1 percent. Colonel Mills F. Neal noted likely defections due to dependents and other factors.
Raymond Levi of Seton faces income tax evasion charges in U S District Court in Richmond. Officials estimate net income for 1935 to 1937 from bank records and seek penalties around 2001. Levi may contest the suit within 90 days through attorney Joseph Moore. court action ongoing with 800 days to decide.
